OP was clearly going by metro. Even though St Paul is the capital it falls in the shadow of Minneapolis that carries the metro name for the most part

If you scroll down, it shows the cities that also have major league soccer.

(2) Chicago (Cubs, White Sox, Blackhawks, Bulls, Bears)

(3) Boston (Red Sox, Bruins, Patriots, Celtics)

(4) Washington D.C. (Wizards, Nationals, Capitals, Redskins)

(5) Detroit (Tigers, Red Wings, Pistons, Lions)

(6) San Francisco-Oakland-San Jose metro (Giants, 49ers, Warriors, Athletics, Sharks)

(7) Los Angeles (Rams, Dodgers, Angels, Kings, Ducks, Lakers, Clippers)

(8) Dallas (Rangers, Stars, Cowboys, Mavericks)

(9) Miami (Dolphins, Panthers, Marlins, Heat)

(10) Minneapolis (Twins, Wild, Vikings, Timberwolves)

(11) Phoenix (Cardinals, Suns, Coyotes, Diamondbacks)

(12) Philadelphia (Phillies, 76ers, Eagles, Flyers)
The Devils are a NJ team and have no affiliation with New York, and the Jets and Giants are called "New York" but play in NJ. So as far as teams staying inside city limits, NY has the unbolded. Still more than 4 though, and probably the most in the country. If I'm wrong correct me. The Giants and Jets do represent New York though, so they could count depending on how you're defining a city's team, but the Devils definitely don't count.

(Not sure if the Islanders are playing in Brooklyn yet but they will be in the near future if not already.)

Boston has three of the four teams located in city limits and in the general downtown area - Red Sox at Fenway Park and Celtics and Bruins at TD Garden in the North End. The New England Patriots are located out in the burbs (Foxborough) some 30 miles southwest of downtown Boston. Gillette Stadium is actually just a bit closer to downtown Providence, RI.

All of those teams fall within New York's metro area.

There are a select few where the teams actually play within city limits.

For example the Patriots play closer to Providence than Boston.

Which is why they are the New England Patriots, not the Boston Patriots.
