Maybe Albuquerque?

Denver also might be up your alley but winters there are much worse and its a lot more expensive.

Salt Lake City might be a good option.

Almost said this, but I am not sure if winters there are any milder than Denver.

They are but in the city they get these yucko temperature inversions where you might not see the sun for a long while in the city during the winter months.

What's your budget for housing?
"cheap living" is a relative thing.

max of 1200 a month

and just overall cheap produce and groceries

prefer more of a community/ apartment complex over a stand alone place with a private land lord

Asheville, NC would be a really good choice

Denver's winters are slightly milder. The diurnal temperature range is a bit smaller in Salt Lake so on average it's roughly 5 degrees warmer overnight, but conversely it's 5 degrees colder during the day. Plus Denver doesn't get the awful inversions like SLC.

Regardless, Denver is probably out of the OP's budget. Greeley or Longmont might work but they're smaller cities outside of Denver.
