Vermont is probably the state most associated with them. It's got the highest density of covered bridges -- there are states that have more, but not in such a small area.
PA has the most existing covered bridges. Ohio has the second most. Vermont probably does have the highest density. And there are other good spots for seeing lots of bridges, like the single Indiana county (Parke Co.) which has either 31 or 36 bridges, depending on the source.

I did not go through all the states, but it looks like if you wanted to do a covered bridge tour in the USA, you would start in Ohio and then to Pennsylvania, then up to New York, Massachusetts, Vermont and New Hampshire. Vermont and New Hampshire are absolutely covered with bridges from top to bottom. Pennsylvania oh wow!
