What difference does it make where they live? It was a simple joke between them, just like when they call each other 'girl' or 'queen' which they do all the time out of affection...living in SF, you must have picked up on the lingo. They're not 'speaking on behalf on the city'...that, apparently, is your job, and one that you take incredibly seriously.
OK we know that New York City is The Big Apple, Philadelphia is The City of Brotherly Love, and Chicago is The Windy City. What other towns have unique nicknames?

Memphis - The Bluff City (because the city was built high up on bluffs overlooking the Mississippi River, not because its politicans are necessarily bigger windbags than anywhere else)
Miami - The magic City, The Big M.I.A
Charleston, SC - the Holy City, Chucktown
Washington DC -Watergate, Chocolate City,
Alburquerque - ABQ, Burque.
Baltimore - Bmore.
Los Angeles-L.A.,City of angels, Entertainment capital of the world,Freeway capital of the world
