What cities do you know of that regularly have horse drawn carriage rides downtown, or in other sections of the city? The only two I know of are New York and Cleveland.

Exactly; I think horse-drawn carriage rides are a thing basically everywhere. You'll see horse-drawn carriages in Minneapolis along the downtown riverfront and on Nicollet Island. The same company does tours in downtown St. Paul, too.
