Think it fails on the engineering question as well.

I'd considered making a post that they could consider Salem, as that in many ways fits the bill a bit better on all their items, and commuting to OSU for engineering programs (or Chemeketa for CC courses) would work.

But it may not be enough of a 'city' for the OP. Still, it fits the parameters as stated better than Portland does.

I hate to be a huge homer but Minneapolis sounds like a really good fit for you, particularly if you're drawn to water and want to be somewhere that has a "water culture" or "lake culture". That's the most unique aspect of the region. You look for many of the same qualities that I do when it comes to a place to live, and we recently chose to relocate back to Minneapolis (partly due to jobs, but the draw of its amenities makes it an easy choice).

Other regions I'd consider if I were you:

Madison
Boston


Denver, Detroit, Cleveland, Chicago, Milwaukee, Pittsburgh......I'm sure there are others, also have a good amount of the qualities you seek.

Thanks to everyone for such great input. I think we are at the point where we are almost paralyzed by too many options. And we both have different priorities when put together equal a 'perfect' place which does not exist. Our location has always been due to family or jobs. So now, looking far and wide it is becoming harder to really decide what we want. I think the hardest part is figuring out what size town/city we would want. Still exploring via web.

Every decent sized Midwest or Rust Belt city except Chicago will have neighborhoods that hit all your checkboxes. Also, virtually every college town in same areas will, too.
