I think the OP was referring to prestige or recognition maybe influence, not necessarily the actual capital. Thinking like that, NYC, CHI & Philly would all be the capitals in that regard

Why would we change the capital of our city? If DC never existed, it would be Philly, or if DC was never restored after the Civil War, it'd probably either be Philly or St. Louis.
