Ferguson is not a particularly dangerous place. It is actually composed of well maintained ranch houses, bungalows, and a nice historic district. The epicenter of the "rioting" was in the less desirable apartment blocks off W Florissant Rd.
With that said, St. Louis has several rough, lower income suburbs and inner city areas. So I don't know what that poster meant.
Those neighborhoods around St. Louis you guys are talking about are not far from the city. St. Louis city boundaries are so small. Atlanta has whole suburban counties that have been called off limits (Clayton). With major parts of Dekalb, Henry, etc being bad too. And there is a saying in the city to not live anywhere in the metro south of I-20.

Which is silly as there are plenty of nice places south of I-20 in the metro. It's not 1986 anymore.
I would chose St. Louis, where you'll get the midwest feel and some real Winter weather where your kids can play in the snow. We also considered relocating to the St. Louis burbs when we recently left Atlanta, but ended up in Chicago due to friends/family/job, etc. You will not get the midwest vibe in Atlanta and your husband will remain homesick.
I know how tough it is to relocate so best of luck to you regardless of which city you chose!
Oh I'm sure but it's still an outdated sentiment. Within the city itself, Grant Park, Glenwood Park, and East Atlanta Village are all south of I-20. Then you have nice suburban areas like Camp Creek and pretty much all of Fayette County.
