I-40 crosses the North Canadian River five times between the Arkansas River and western OKC, and the Canadian River and the North Fork in western Oklahoma, the Rio Grande in Albuquerque (as mentioned above), the little Colorado River in Arizona, and the Colorado River at the California/Nevada state line.
I don't consider the North Canadian River to be a real river, being that a lot of it is dry or more of a creek for much of the year. I forgot about the Rio Grande in Albuquerque and the Colorado on the AZ/CA state line however. It's been a long time since I've been out that way.
I-5 doesn't cross a river until the Oregon Washington border but south of that all through California there is no river... right?
If your talking about I-5 (since I-15 does not go through Oregon or Washington), then that's not the case as it passes over the American river in Sacramento and then again the San Joaquin river just south of Stockton.
EDIT: just saw that you specified both I-15 and I-5 but still applies.

Forget about Arizona, monsoon season creates bazillions of rivers and washes.

It's a river whether you consider it to be a "real river" or not. As per the OP, it is a named river. You've apparently haven't been east on I-40 in a long time as well because it is not "dry...for much of the year" where the North Canadian is crossed by I-40.

I-5 runs through the Willamette valley in Oregon and makes a few crossings in the Portland area and around Eugene. In Southern Oregon it has some crossings over the Umpqua and Rogue Rivers.
