Best State/City for police officers? (Base Salary to COL, crime rate, culture, weather) (2014)

Right now, I'm in college, and I want to become a police officer when I graduate. I'm originally from upstate New York. Generally, from what I can tell, police salaries rank on the better end in this state, but I'd preferably want to move to somewhere warmer (but not Florida or anywhere violently hot). So what state or city is a good place to live and work in as a police officer?
I'm not a big fan of huge cities. Just too much movement and smells too much like smoke.
Check out Santa Clara, California. I used to live there. Low crime and they get paid very well. Great weather, too. Nice town. And, hey, it has the 49ers stadium!
I think more so minding the store than shoot outs and high speed chases. But still, I don't want to be patrolling a neighborhood of tumbleweeds all the time.
I just don't think I'd want a city as big as NYC or Chicago. When you have populations with 7 digits, it becomes a bit suffocating for me. And probably pricey.
Though I haven't been there yet, I think I'd do pretty well in either Oregon or Washington. Temperate climate, beautiful nature, cloudy all the time (I actually really dig that). And rain has never really bothered me---much better than snow, in my opinion.

Eugene and Medford in Oregon, Lancaster in Pennsylvania and Spokane in Washington could work. Mid sized cities with good wages for law enforcement officers.
