Which is the best city in the USA to live and work for mid-level professionals? It should have a mix of a good lifestyle
-Decent safe city for a mid age married couple 30–35 yrs old.
-Job opportunities in IT
-Decent rentals < 2500 $ . We're not looking to buy.
-City should have a ‘soul’ with good culture, liberal views (we're an Indian couple). Shuldnt be too crowded/loud yet shouldnt feel like a retirement vacation home.
-Plenty to do within the city or its suburbs/nearby places

I would recommend Durham. It has a very high quality of life in my opinion with excellent job opportunities in IT, a moderate cost of living with higher range salaries, that "soul" you speak of with surprisingly extensive cultural amenities (it's own modern performing arts center, the annual American Dance Festival and events at Duke U or U of North Carolina), a nationally respected food scene (great restaurants and farmers markets year-round), it's not overtly congested traffic-wise, has a solidly liberal demographic and a diverse population (50.91% White, 39.46% Black or African American, 0.30% Native American, 3.29% Asian, 0.04% Pacific Islander, 4.21% from other races, and 1.80% from two or more races. 7.63% of the population were Hispanic or Latino of any race.)
All 3 cities are diverse culturally, you can walk to things to do near those neighborhoods and you also have Saratoga Springs in the metro to the north: https://discoversaratoga.org

Since you're in IT, Wilmington, Delaware would be a good fit. There's a large corporate presence here with all of the banks that offers a lot of jobs in IT. As such, there's a small but visible Indian/South Asian community here. The city itself checks off all of the criteria you're looking for, with the huge bonuses of being less than 30 minutes away from Philadelphia, 70 from Baltimore and 125 from DC and NYC.
