Depending on how you define border in this context, definitely Illinois in Michigan. If you are counting that nautical border, though, then New York and Florida.
I don't think nautical borders are relevant at all considering we're talking about CARS. Unless the ferry industry is experiencing a sudden boom!
In Tennessee (East) its Georgia. No brainer since it's our most populous neighbor. For a non bordering state it would be Florida no doubt. Floridians seem to love vacations in the smoky mountains.
I live about ten miles from the Virginia border on the TN side. Definitely VA plates, followed by KY/NC. I've seen a lot of Washington state plates recently, which is unusual considering it's so far away.
