Which state is overall better?

Cost (COL, taxes, etc.):
Gun restrictions (the less the better):
Land rights:
Camper rights:
Water rights:
Other regulations (again, the less the better):
Amount of sunlight (for solar power):
Natural disaster risk (the lower the better):
Crime:
Zoning laws (lack there of):

Overall (AKA the ability to go off-grid without a bunch of hurdles to jump through):

Kentucky is gonna be better for solar, although probably more expensive. I've heard tennessee is great for off grif living. Would that work?
