Undo at least some of the senseless demolitions over the past 60 years. And/or build more towers downtown.

A true E-W road that ran through the whole town. Right now Wedington/North St or MLK are the closest thing but they each have a lot of lights and a ton of traffic. Would have been nice if earlier on planners made a road that links west Fayetteville to east Fayetteville

If I could, I would vote to get rid of the mall. Ever since the mall was built there, it absolutely killed the downtown area. It just feels dead even on the weekend for a midsized city of about 75,000. It's not as fun to walk around anymore in my opinion. Still enjoy walking around Lawrence Univ though. But to be a bit fair, most people really only go downtown for the bars anyways (we were considered the "drunkest city" in the US, after all https://www.usatoday.com/story/news/...says/84507936/).

But one of the biggest problems in Appleton and the Heart of the Valley/Fox Cities Area in Wisconsin in general is just how sprawled out everything is. There's more on it in this article https://www.joe.org/joe/2002december/a6.php
