A lot of small PA towns are like this. Wellsboro and Jim Thorpe come to mind. Jim Thorpe is well worth a visit. Great buildings and architecture, right in the middle of the Pocono mountains.

I know, I was only using Manahoy City as an example. These types of small rowhouse-dominated towns are found all over the eastern part of the state. I don't think Wellsboro is a great example though. It has a nice business district, but the residential area is detached housing. Jim Thorpe is very high-density along Broadway (with both commercial storefronts and rowhouses) but the rest of the borough is sort of intermediate in housing typology between Wellsboro and the Coal Region - mostly detached, but only by a few feet, and generally set back a little bit from the sidewalk.
