It's the type of rain. Most of the eastern half of the country gets more rain that the Pacific north west but it comes in a day or two realitively heavily and then dryness. And aside from winter months normally does not come with an abundance of cloud cover. So I'm guessing that's what the OP meant. Most people dont' mind the rain it's the "gloomies" that come with it.
