Why write St. Petersburg rather than the Tampa metro area like Orlando and Miami?

Maine is freezing. It's not even warm in the summer from what I experienced, albeit it was a long time ago when I was a kid.

If Westchester is included with NY, why not Long Island as well? Is Westchester better?
