Any "Rust Belt" city, based upon the criteria. All cities are segregated.....hopefully that'll die out once Systematic Racism is resolved within this country.

My sister in law lives outside of Buffalo. We recently went to visit and went to Buffalo. They are trying to revamp it- you can tell. They have a gorgeous place called canal side. They hold concerts there. It's pretty cool. You can ice skate right in the city (if it's cold enough ) they have an adorable train that runs from the (either, I can't remember) north side to the south side or the east to the west. Reasonable COL too

The thing is that if you are going to loosen up the population aspect, then there are others that would be a better fit than Duluth. Keep in mind that Duluth has under 100,000 people.

There have been cities suggested that fit your criteria. So, it may be a matter of seeing if these cities fit.
