I am looking for a list of all townships and what county they are in for the entire USA.
Some examples of mappings I know:
TownShip, County, State
11N 99W, Moffat, Colorado
11N 86W, Routt, Colorado
TD R2 WELS, Aroostook, Maine
T30 MD BPP, Washington, Maine
25N 19W, Lake, Montana
21N 24W, Sanders, Montana
I have been unable to find a list anywhere, willing to pay or add a credit on https://poweroutage.us/

The term "township" is not standardized across the US. The powers and jurisdictions granted to counties also differ. A couple states have no county governments at all.
Your right, and I think that's why I am having a hard time finding a list, even a state by state list would work.
I know all states do not have Townships, but looking for a mapping for the ones that do, I am finding some data at township level, but need to roll it up to counties. I have been manually mapping them, but that is very time consuming.

Use Wikipedia. Townships are really only in the Northeast and Midwest. New England has Towns, but they function differently than townships. New Jersey has townships, but they function differently than townships in other states in the fact that there are no towns within them. New York townships are called towns, but they aren't "towns" in the same sense as New England towns. Towns in NY are villages.

It's can get messy.
Towns in NY are like townships and can include a village or villages, which are also incorporated. So, it can be a bit confusing.
Specifically I am looking for a list of the Number N/S Number E/W "townships" given in my example. Not named townships, not towns, not villages which is all I find on Wikipedia or the city-data.com database.
Basically the original names before they got names, when they were still being handed out/sold/granted.

I run https://poweroutage.us/, and there are some electric utility OMS's that provide a township level: https://ebill.yvea.com/maps/OutageWebMap/ (change the drop down ZipCode to TownShips)
Right now I go though and manually map these "8N 88W" townships to a county. This is a lot of work as you can imagine.
