I would think maybe some cities in the midwest would work.

Ideally if a person in their 20s wants to meet and make friends with others in their 20s, what cities are optimal for that?

The Pacific Northwest isn't known for it's warm fuzzies, nor the typical tired out hot spots like Austin or SF. I would venture cities like Chicago, Minneapolis-St Paul, Denver, St Louis, Indianapolis, Raleigh-Durham and Charlotte are more indicative of the less pretentious options the OP is looking for.

IMO: small towns, if you want genuine/lasting friendships.

I'm going to disagree with Denver. True Denver is the definition of "scene".

It was easy for me to make friends in Houston since there are lots of transplants. Everywhere I turned I met people who were looking to expand their social circle. It took me a few weeks there to max out my social calendar.

Moved to Chicago and NYC in my 20s and had no problem making friends whatsoever. I'm still friends with most of them today.
