This one is MLB:

St. Petersburg
Phoenix
Washington
Oakland

And I am fairly sure the list is inclusive; there are no more.

You specifically list two cities that don't carry the name of their respective teams: St Pete/Tampa Bay and Phoenix/Arizona. So I am wondering if it is ballpark related...

The largest differential between the largest city and the next-largest city in their respective states?....

I am stumped. I have something that comes close so maybe I'm just missing a minor detail...

Tampa Bay Rays, Arizona Diamondbacks, and Oakland As are all playing in their original ballparks. Washington Nationals are in the original stadium built for them but they played a few seasons at RFK before Nationals Park was completed.

Only other thing I noticed is St Pete and Phoenix stadiums are indoor domes (Phoenix's roof is retractable) but not Washington or Oakland.

The Oakland and Tampa Bay stadiums are listed among the worst in baseball but that doesn't carry over to the other two...

I'm stumped as well.
