KC is extremely humid at times and gets into the 100's. In the winter, it gets below 0 many times. Not exactly the 40's the OP is seeking.

If you want low humidity, but not too hot or cold (relatively speaking), I would basically look at the higher elevations of the desert southwest.

Albuquerque, like someone mentioned above, might be perfect, here are the average HI/LO:

Dec 46.1/26.5
Jan 46.8/26.1
Feb 52.5/30.3

If you survived winters in VT and CT, Albuquerque's winters would be a walk in the park!

Plus with the higher elevation/lower humidity, when it's sunny in the winter, if feels a lot warmer than it really is.

Albuquerque or Flagstaff sounds like they would fit the requirements.

The thing about Albuquerque winters is that all of your coats and jackets end up in the car. It will be high 20s or 30s in the morning (coat) then the sun warms things up (jacket) and by noon it’s sweater weather then shirt sleeves some days and then goes back the other way so you will be wearing your coat again by bedtime. We’ve been in the 50s and 60s all winter and see snow only on the mountain.
