Coweta County has been a direct benefactor of what you describe. It hasn't seen a development it doesn't like, so the shopping centers, dealerships, residential developments, etc that Fayette won't allow are all being built along I-85 and Highway 34.

In fact, what's been happening lately is a lot of the affluent population in Fayette County has been migrating to Coweta County for the cheaper housing costs, which is improving Coweta's demographics.

In the Baltimore area, Randallstown is at least 70% black, and there are significant black populations in Owings Mills, Md. and the planned city of Columbia, Md.
