Portland's the default stopping point, though COL is rather high there. The south is cheaper. Maybe there or southeast coast. Possibly NM as farthest west.
I would move to Cleveland or Cincinnati and move into the cheapest apartment I can find
This is good advice. Regarding the suggestion of Portland someone made, I relocated from there because of the high COL. I was living on about $500 more than the OP plus a little variable extra per month. No way could I continue to make it there. My relocation choice was Cleveland and it’s well within my budget besides being a nice place to live.
