Rhode Island (amazing coastline and beaches, Narragansett Bay, Providence, Newport, Blackstone Valley, way more affordable than some surrounding states)
Maine (Portland, Acadia, southern coast)
Vermont (Burlington, Green Mountains)
Massachusetts (Boston has great architecture but i think the metro area and COL is overrated. Same with Cape Cod. But you can't deny Boston, Berkshires and the cape islands are assets)
New Hampshire (Portsmouth is great but the other cities in the state could be better)
Connecticut (I like mystic area and new haven but the rest of the state is meh)

Vermont is my favorite. I'm a native New Englander, but I love the mountains. NH may have the tallest ones, but in my opinion Vermont has the most scenic views, landscapes, and mountains. I spent a lot of time in my late teens & early 20's skiing Stowe, Burke, and Killington. I really dig the pastoral landscapes and small family farms around the state. Lake Champlain is gorgeous with amazing sunsets. All of New England has much beauty to be discovered, but a lot it has become too popular and crowded. Vermont is a bit more removed from the rat race. I also like that it's located within close range of Montreal and Quebec.
Maine has the most scenic coastline with the rocky shores and lighthouses that grace wall calendars in many households. Portland is also one of my favorite coastal cities. Sugarloaf is one the best ski and most scenic ski mountains in the East.
Massachusetts has the most interesting coastal communities (Rockport, Salem, Provincetown, MV & Nantucket), and of course no city in the region competes with Boston. For a small state it packs a nice bit of diversity with urban, rural, rocky coastal shores along with expansive sand bars and barrier islands, and the bucolic beauty of the Berkshire hills in the west. Beautiful state, but it's too crowded for me.
Rhode Island has the best beaches (Misquamicut, Block Island, Narragansett) with warmer salt water temps than most other parts of coastal New England. Newport is beautiful with one of the very best harbors for boating. Federal Hill in Providence has my favorite Little Italy.
New Hampshire has a lot of nice parts with the Whites and the lakes. Portsmouth is a fun little city with a lot to do. But a lot of the state just feels like a big woodsy bedroom community of Mass. Not really my kind of vibe there.
Poor Connecticut, it always comes in as many's least favorite in New England. That drive through state where you get stuck in traffic on your way to a better New England state. You have to dig a little deeper to uncover its charms, but they do exist in places like the Litchfield Hills, Mystic, and the southeastern area of the state.
