I don’t care where you are in the Midwest, if you ask people what they are doing on a long summer weekend, the answer is universally “Goin’ to the lake”. I have no idea where this lake is, or what they do when they get there, but midwesterners love “Goin’ to the lake”.
This is very true. People say that here all the time but seldom say which lake they are going to.

Fact. And what we do most weekends/evenings .
In our case "the Lake" is Lake Michigan found 6 blocks down on the end of our street.
Where I grew up in SE Missouri, going to the lake meant going into KY to go to Kentucky Lake. Much shorter drive than Lake of the Ozarks or those in SW Missouri
In northern Wisconsin, the "lake" could mean one of many hundreds of lakes. The highways on Friday evenings are crowded with cars headed north....many from the Chicago area.
"Going to the lake" isn't that big a deal in Iowa. If you do hear someone say it, they're probably going to the Okoboji area. No one really does the lake house in Minnesota thing here.
In Minnesota, it's damn near universal to spend summer weekends at a lake. Sounds like Wisconsin may be similar.
Are small town town festivals popular in other parts of the Midwest?
In Iowa, it's extremely common and one of the more popular type of summer events. In any given county, 3-4 towns between 200-1000 people will throw an annual festival, usually in the summer, that focuses around a parade, beer garden, food vendors, street dance, and sometimes carnival rides. They seem popular in southern MN, but not sure how far it extends.
Milwaukee has festivals every week-end in the summer, some of which draw close to a million people. Smaller cities in WI, also have festivals...it's common. Going to a lake in WI, is a definite way of life. I lived in Chicago, and northern Wisconsin is where many Chicagoans head in the summer.
There are many festivals in Colorado during the summer as well. I know we're not part of the midwest. I think it's a "thing" in places that have serious winters, to "celebrate" the summer.

I went to family summer camp with my daughter last weekend in northern WI. EVERYONE at camp was from the Chicago area. I told them I was afraid to wear my brewers shirt.

Years ago I lived about 6 blocks from Lake Mich in Milwaukee. Oakland & Park Place. Loved being so close to that big lake!
