I give Rockstar major props for the all the little details and I'm totally game for a new Vice City game so I can make an excuse for visiting Miami!
Infamous Second Son is set in Seattle and it looks nice.

Honestly, Seattle would be an awesome location for video game maps - lots of hills, urban and suburban, water features, elevation features, islands, etc. And the map wouldn't have to be enormous. I don't think it should matter as much that its not as famous worldwide, because the vast majority of video games take place in somewhere fictional.

A Red Dead Redemption style game in the Pacific Northwest would be wicked too. Like a modern day Oregon Trail, except I don't die from dysentary all the time.

Lol the closest I can think to representing ANYWHERE in Minnesota is "Shiver City" in Paper Mario where the characters are penguins that speak with Minnesota accents and say "yah" and "you betcha".

In reference w/ landmarks and other certain areas, Fallout New Vegas has many different areas that you can visit in real life here in Las Vegas. My favorite one is running around on the roller coaster at Buffalo Bills down in Primm Valley.

Even though lots of professional gamers didn't think Fallout New Vegas was great, it was my favorite one. I like how the factions coincided with different states. I'm guessing you were always cool with the NCR since they let you in Primm, haha.

I feel like real life Vegas wasn't either Yes Man or House, but something like the Great Khans: outlaws, but with rules. That represents the spirit of Vegas more than any faction who wanted "order" does.
