Only place where this is possible in California is San Francisco and the immediate Northern California coast and even then you'd be wishing you had AC during the occasional heat waves. The Southern California coast often reaches 90+ in the summer and the humidity, although lower than the Southeast, is no cakewalk either, not a recipe for AC-free living.

People do behave differently in different parts of the country, and while mannerisms amongst people are important, unless you are some kind of anti-social hermit, you should be able to make friends anytime, anywhere. I'm from Arizona and if I were to choose a place which I am assuming is radically different than here in mannerisms such as Massachusetts, I bet I could still make some friends in Boston. But I would never live in Massachusetts for a multitude of reasons, one of the reasons is that it's too cold for my liking, some others being the Patriots, referring to drinking fountains as "bubblers", and the New England price tag.

Now if I were looking at moving countries, the mannerisms amongst the people would be significantly higher on my importance list than climate could ever be. Especially given in most other nations of the world, the climate is not nearly as diverse (because the US is so big and all) Americans tend to share more with other Americans, even in comparing Boston to Phoenix, than an American would share with... a Canadian for example. Or a Mexican, Indian, Russian, etc.
