Typically anything above 97% coverage is considered universal healthcare. Massachusetts has the same coverage rate as Belgium for example. Would you consider Belgium as a nation that has Universal Healthcare? Most would.
If you only define UHC as a country with 100% coverage, then that means France, Germany, The Netherlands, Spain, Austria and many others do not have UHC.
