Tucson meets all the OP's criteria. There are hundreds or maybe thousands here who live car-free, and use a bicycle for daily transportation. I ride all over Tucson, and there is a good network of on-street bike lanes and off street bike paths. There are few of the main streets that I avoid, and instead use parallel streets with nearly no auto traffic. The Tucson basin in the heart of the metro area is a grid of streets, which is good for getting from A to B. In the hot weather months, get up very early in the morning and do your shopping and errands before 8 or 9 am.
