I live in NJ and when I was 14, I got in trouble for harassment by cyberbullying a company in town. I got charged with "petty disorderly person's offense". I had to go through a JCC (Juvenile Conference Committee). If a juvenile commits crimes that are mild, they are diverted through that instead of appearing before a judge and that gets the case ". It's supposed to be a scary conference where the juvenile meets up with a panel of like 6 to 9 people who have law jobs. The people discuss what you did wrong, go over the evidence, cross examine you, etc. They do not proceed further with the case, but they give you "recommendations" that will aide you in your future. They will recommend either: letters of apology, counselling (which I got at a free psychologist), or community service.
