I wouldn't be surprised if the same dynamic is occurring with NYC as it is with LA and that is many of those moving are just moving further out to the Hudson Valley and parts of PA, NJ and CT. Some are moving to the South, but even that dynamic seems to be slowing a little bit as well.
Oh I absolutely believe the same dynamic in LA is happening in NY. I guess my point is that the worst of it is over for LA; and the perception between the two is that LA is worse currently which is false...
Understood but why is the growth rate SOOO low, especially compared to NY and MA. MA is a similarly expensive of nto more expensive than NJ and even colder and its adding nearly as many blacks in raw numbers. how do you explain NY?
Connecticut and New Jersey are very Unpopular compared to Mass. CT makes sense sort of- terrible economy with all the drawbacks of MA, but NJ? Whats wrong with NJ when compared to MA?
NJ has over a million black people but its not a major draw for black people. Most black people moving to NJ work in NYC or are moving from NYC or are immigrants. However, NJ is not a huge draw for any black immigrant groups.

I’m not sure how to interpret Michigan. It’s 2010 black population was ~ 1.5 million. 10% of that is not 90,000. Also, what was aggregate growth rate nationally for the same period? Those rates seem kind of high. Am I looking at the data wrong?
I don’t think it will happen. But Texas black population could grow by 1 million in 10 years is something I didn’t think could ever happen. It will come very close. Not bad for a state that supposedly doesn’t have that much black culture according to some on here.

The Black population growth rate from 2010-2017. Michigan's gained 10% more Blacks or 90,000 Blacks. I'm unaware of the national growth.

10% of 1.5 million would be 150,000. The 90,000 @ 10% assumes a starting population of 900,000. The Detroit metro alone had more than 900,000 blacks in 2010. Thus, either the percentage is wrong and or the total increase is wrong. My guess is that the percentage is wrong....if not both.

I haven't seen anyone say Texas does not have much black culture. I have seen people say that specifically about Dallas.
