San Diego or Oceanside CA and any cities near the coast in CA have beautiful year round weather. Towards northern CA and going into Oregon and WA the weather can get cold and dreary, plus rain ALOT, like 8 months out of the yr. We have friends/family there so know it first hand. East coast FL/GA/SC/NC coastal cities humid, hurricanes, wind and then up towards NY COLD in winter. IMO I think the best weather overall is probably the two cities above San Diego/Oceanside/Escondido area. Its really expensive to live there and the freeways are awful M-Fri during work commute times but if you want mild weather with really no distinct seasons just around 70's year round you will be hard pressed to find better weather. It also may suit someone in retirement who is looking for a really mild climate but wants to be in a coastal location. Just make sure you have at least 2 million saved in retirement to be able to afford the lifestyle as property taxes are high along with gas and sales tax. You will save on utilities in these cities though as you won't spend as much on heating/cooling but water prices are high. Also when you age and need in home help the cost of nursing services at the hourly rate is higher than in other states and so are nursing/senior care facilities. We also have friends/family that live in these areas too so know first hand. A comfortable retirement in So Cal coastal areas like these would be at least a minimum of one and a half million or more preferably saved.
The outer islands of Hawaii, particularly the Big Island, will have housing that’ll be at or below the median price. Unfortunately access to high paying jobs, good schools, and quality health care will not be close by at this price.
Any NC TN city will get below 32 many days in the winter, with Memphis TN being the warmest area in the state. Anywhere in GA north of Atlanta will also have many days below 32F. Alburquerque is definetly too cold in winter, but cost of living is low considering neighboring states. Maybe look around

Off of the top of my head, areas that have the best balance in terms of the criteria you listed, I'd have to say Albuquerque NM, Las Cruces NM, Chattanooga TN, Knoxville TN, Roanoke VA, and the Greensboro/Winston Salem NC area.
