Montana: Bozeman. It's getting a little expensive though because of Californication. In fact some residents have taken to calling their city BozeAngeles.
There's also Missoula, which is where the flagship university is (I think).
These places are on the small side though... about 30K and 60K respectively.
I think Missoula sounds like a better fit for you. Your price range is a little low though, but you could get something. Missoula is home to the University of Montana. There's good hiking, rafting, camping, etc. and it's more liberal than Bozeman. It's got a nice downtown, too.
Also, Ithaca is pretty much a Berkeley of the Northeast. Talk about hippies, good schools, co-ops, organic stores, beautiful hills, waterfalls, an Ivy League school in the community, as well as another nice private institution and a good community college in nearby Dryden, very cosmopolitan community with people of different backgrounds, a lot of culture for a city of about 30,000, pretty safe, has a female mayor, had an Asian police chief and the current one is a woman, diverse city council and so on.
