I'm going to stretch the meaning of the term "Midwest" and recommend Denver. The only problem with your list is #3, but you should be able to get pretty close. I'm thinking east of I-25, south of I-70, west of Havana St, and north of Evans Ave/Iliff Ave.
If we are doing that, then you could just include the Interior Northeast. For instance, I was thinking of parts of the Buffalo area like parts of Eggertsville in the very good and pretty diverse Amherst Central School District. Ann Arbor, Madison, Iowa City, Minneapolis-St. Paul, Chicago...and don't forget Milwaukee---all of these are good options, and I guess I'll include Columbus, as well..
Urban suburb of Milwaukee with great schools, walkability, several bus lines, proximity to downtown, and has been dubbed the most liberal suburb of Milwaukee.
A single family house under $250k will be hard to come by but they do exist. You could certainly get a condo though.
I believe Lakewood, Ohio may be a match for what you are looking for. Only been once, but from what I remember it was super safe, walkable, and had good schools. Median home prices well below $200k so it is pretty affordable. It is a a well connected inner ring suburb of Cleveland and is pretty progressive and becoming increasingly diverse. Of course I don't live there or anywhere in the Midwest so I am no expert! I just liked it there (and Cleveland Heights) when I visited and I live car free myself and walked to school as a kid so I generally gravitate towards a certain kind of place in my travels. I pay 875 for a decently sized studio apartment in downtown Minneapolis in which all utilities are included. When I lived in Saint Paul I lived in a large 5 bedroom two storey house with good yard space for only 1,500 a month. If you think that's expensive, you can go to my hometown of Miami. Good luck finding a place downtown for as little as 875 down there.
