The Catskills of the Midwest for me would have to be Northern Wisconsin, Northern Michigan and Northeastern Minnesota and the Ozarks of Southern Missouri.

Not too many hills/mountains up there. You need to hit western and southwestern Wisconsin for the really nice ones. MN has some nice ones too, along the Mississippi all the way up north too (Lutsen mountains, Sawtooth mountains, etc). The IL and MO Ozarks are also stunningly beautiful.
Lol, I was searching for info about doing a weekend foilage tour this fall and I came across this old City Data post. Anyway I am glad because I never heard of Devil's Lake in Wisconsin. Looks VERY interesting.
And Steve-o is right, that area looks like parts of the Catskills or at least Upstate NY (no lighthouses in the Catskills, lol).
Anyway the Devil's Lake area has the Baraboo Range, a isolated eroded mountain area plus the Iceberg Trail. I wish I had more time off from work to explore this country, there are TONS of interesting places all over the country people don't know about.

I wouldn't describe the Catskills as classy or upscale. The one word that sums up the Catskills to me is 'hardscrabble'. The second word I would use is 'dilapidated' and the third word I would use is 'decaying'. All of that is considerably charming in a bittersweet way, mind you. Also, there is some tacky in the Catskills, too. Jellystone park, for one.
