Huh? I know it’s been years since I’ve last been there, but I never recall Minneapolis being near the Wisconsin border?
Memphis with both Arkansas and Mississippi, and Toledo with Michigan are the only others I’ve been to that come to mind that haven’t already been listed.
The city propers don't border but looks like they are only a mere 30 minute drive from the Wisconsin border.

What do you think are some major cities that most people, meaning the general population (not us fellow well informed urbanists) don't realize that the city limits (to be precise) border other states?
For example, I think most people in general realize that NYC city limits border New Jersey. Or that DC city limits border Virginia and Maryland.
I don't think most people realize that Chicago borders Indiana, or that Charlotte borders South Carolina.
Please keep this specifically to city limits as the parameters, not metros that border a state.
What are some that you can think of?
I think most know that Chicago borders Wisconsin, but not Indiana...not as much of a connection, with Indiana.

But Chicago does not border Wisconsin. Chicago is proper is like a 45 minute drive from the Wisconsin border. Indiana actually borders the city. You literally can be standing in the city of Chicago cross the street and POOF you are now in Indiana.

The suburbs connect...trains run back and forth between Milwaukee and Chicago 7x daily...and they're adding 3 daily runs. I'd say that's a connection. Maybe you made the post with this in mind...city proper, only. City proper usually doesn't mean anything, unless the OP restricts it to that. I've lived in Milwaukee and Chicago, and trust me, there's a huge connection. Also, people are saying Minneapolis borders WI, it does, but it's the suburbs that do.
