Which of these cities that have unfortunately struggled with a high crime rate the past 30 or 40 years, has the best chance at seeing a huge crime reduction over the new decade ahead?

Kansas City seems to have the least entrenched crime problem, and nationally it’s not known for crime so that will make it easier to attract folks and redevelop areas that need it
I think Chicago and Detroit have the best chance. Most redevelopment $..which means gentrification. So not the healthiest way, but a way, to reduce crime
Chicago easily, Detroit second. Legalization is gonna stop a lot of petty drug murders. Plus Chicago's current mayor seems to be doing well plus I hear good things about the governor
Really all of them. Chicago & Detroit have better local government in place so they can and to a degree are already fixing the issues. Baltimore & St. Louis crime rates are simply to high to stay where they are without major city and statewide crackdowns coming into place
The other cities listed simply aren't large enough nor is their crime cultural so heavily ingrained into the populous the way the Detroit, Chicago, Baltimore & St. Louis are, hence it's substantially easier to combat.
