Yeah, I would personally look at cities rather than states, as there is so much variance within states. Are we talking straight dating or LGBTQ dating? Some that personally come to mind:
Chicago - huge pool to choose from, but I hear much better things about lower levels of "next best thing" syndrome than NYC
Philadelphia - similar to Chicago, and Philly has the added bonus of positive growth momentum in its economy in population
Nashville - it is obviously very hyped right now, yet I still hear great things about the dating, nightlife, growth and economy there.
Atlanta - similar reasons to Nashville.
Los Angeles - Also a huge pool. So much diversity and many types of people to meet.
There are plenty of other great cities, of course.
The question by the OP is WAY too generic to have a reasonable answer in general, and in today's diverse as ever society, LOTS of factors are involved.
In addition to orientation, race, ethnicity, political status, and religion is important regarding dating in terms of availability. An Italian-American will obviously have a larger pool in Philly than in Atlanta for instance, while a Muslim will have it easier in Detroit than Indianapolis. Same with Asians in Seattle as opposed to Denver. With all those factors in mind, which of the following cities/towns would you consider the best for these dating profles:
Straight White (Italian) Christian (Regularly practicing Catholic) male, mid-30s
Straight White (Scots-Irish) Christian (Lukewarm Episcopalian) female, late 20s
Straight Black (African-American) Christian (Regularly practicing Baptist) woman, mid-50s
Straight Hispanic (Peruvian) Christian (Lukewarm Methodist) male, early 30s
Gay Asian (Thai) Christian (Easter/Christmas type) male, mid-40s
Lesbian White (Hasidic) Jewish female, mid-20s
Transgender (male>female) White atheist, early 20s
