West Coast as in SoCal beach culture or W Coast as in environmentalist, liberal, nature-lover? I would guess Asheville, NC or somewhere in Vermont.
Burlington, VT (and Portland, ME to a lesser degree) have elements that aren't far off from some of the vibes you'd feel in Portland or Seattle. Definitely more laid back, lots of emphasis on small, local businesses and extremely connected to the natural surroundings.
What's a West Coast vibe? In the LA itself (never mind the metro, just ONE part of the city), Hancock Park and Koreatown have a different vibe and demographic from one another despite being right next to each other.
Is there something that I'm missing here?
