I agree with this. College towns usually have the kinds of things the OP is looking for. I also recommend Cookeville TN. It definitely checks all the OP's boxes: classic main street town, lots of independent restaurants, galleries, museums, educated residents, loads of community concerts and festivals, symphony, Shakespeare in the Park, leafy neighborhoods with big yards, gorgeous countryside, bike paths through town, four distinct seasons, low cost of living with low taxes, and wonderfully friendly people. It's becoming increasingly artsy with 50+ local artists in the local art prowl and home to the Appalachian Center for Craft which also offers classes and workshops in things like glass blowing, clay, fibers, sculpting with local woods, etc. It also has fiber internet all throughout the city and even way out in the country. And it's only an hour from the Nashville airport.

I love college towns and I see old people in them all the time. Not sure if the damn kids would drive me crazy though.

For sensitive seniors in college towns, choose right, older / quiet neighorhood or live 10-45 minutes outside town and visit a couple times per week or month. And not Friday or Saturday night in some places.

The Main Street USA concept was based off Walt Disney's hometown, but the designer who actually built it, Harper Goff, modeled it after his hometown - Fort Collins, Colorado - specifically the Old Town area. It may be worth a look, although it's slightly more expensive than you're looking for.
