Under the most narrow definition of the area, Northern Virginia has only five cities. Arlington is a (very) urban county. A lot of places in the area are towns or unincorporated CDPs. While there's a Fairfax City that's an enclave of Fairfax County, the same does not hold for Loudoun. "Tysons" is just the re-branding of Tysons Corner (official since 2016).
There are three other cities in the Richmond metro area: the "Tri-Cities" of Petersburg, Hopewell, and Colonial Heights.

These are six of the "Seven Cities" in the Hampton Roads area. (Portsmouth is the other. Poquoson exists, but even the locals ignore it.)

The OP mentioned Wisconsin cities; there are five times as many of those. (Coincidentally, Wisconsin cities and Virginia incorporated towns are equal in number).
