Omaha. A fabulous foodie city for a 1 million population metro. Excellent Chinese, Japanese. Korean, Vietnamese, African, Greek, Italian, Mexican, South American, Mediterranean, French, German, Czech etc restaurants.. With some of the best Omaha original Italian Steakhouses in the nation. So many options which will satisfy the most complex palate.
Omaha does well on this front. In that same tier of city, Des Moines is excellent as well.
I think Louisville really excels here. Their culinary scene is off the hook for a 1 million population metro. In the summer that I lived there, I ate so much good food of nearly all cuisine types.
I can't think of any Scandinavian restaurants in the Twin Cities (except for that little hole in the wall Finn place on Glenwood Ave.), but I can think of Columbian, Bahaman, Ethiopian, Venezuelan, Indian, Japanese, German, Mediterranean, French, Soul, Lebanese, BBQ, Argentinian, Cambodian, Greek, Afghan...
But moreso, there is scandinavian influence thoughout many of the local restaurants. Be it the decor, swedish pancakes, or relatively mild food in general.
St. Louis has long since moved beyond its Budweiser, BBQ, and toasted ravioli reputation and has turned into an amazing food city. The other perk is that so much of it is extraordinarily affordable vs when I lived in Chicago.
I'd imagine that Sacramento, Oakland, and Jersey City are up there based on demographics alone.
And shout out to Newark. The Ironbound is fantastic.
