I think because of it's dense population, the tri-state is the most accessible metro-area in the nation, and possibly the world.
The NYC metro area definitely has the most used commuter rail in the US by far, but it's not even close to the most used commuter rail in the world.

Seoul beats out New York by a little. Tokyo beats out New York by twice as much passengers per year.

Moscow's ridership is around 3 times as much as New York. Imagine all the people who use the New York transit system yearly, now imagine 3 times that.

I do think New York has the most track mileage? I don't remember.

We are far behind the rest of the world in regards to public transit. People in other countries actually prefer the idea of public transportation.

It would make sense that Tokyo has twice as many rail passengers as New York, because the Tokyo Metro area has about twice as many people. Although I would guess that Tokyo has stronger transit usage percentage-wise than the NY metro, so maybe the numbers are even higher.

New York does have the most track mileage. This is almost certainly due to the fact that we have the largest metro area (by land area) in the world. The NY metro area is much less dense than that of the large Asian cities.

Washington DC has to be one of the least accessible metros in the entire country. The traffic there is dreadful, and the transit is nowhere near what it needs to be to compensate.

Also, Washington's commercial airport service is probably less than what you'd expect for the nation's capital.
