Cortland. Spent a lot of time in Ithaca and ‘Cuse.
Ok...That make sense, given that it is about 30 minutes from both, give or take.
I may even throw Binghamton out there, which is also within minutes of Cortland and it isn't too far from mountains(the Catskills and the Poconos). It has a walkable Downtown and has quite a bit to do for its size. It's about a little over an hour from Syracuse, an hour from Scranton and 3/3 and a half hours from NYC. https://visitbinghamton.org/

Binghamton isn’t too bad, my cousin went to school there. I’ll let my friend know of the suggestion but I think they’re more interested in a town that’s more “hip” lol.

I don't think your lists match up very well with the areas the OP is considering...
Let this be a lesson, kiddies, in the dangers of drinking and posting!
To be fair, hungover posting isn't exactly the same as drunk posting.
In any case (some of these choices are based on reputation not visits):
1) Asheville
2) Burlington
3) Chattanooga
4) Greenville
5) Northampton
6) Ithaca
7) Troy
8) Roanoke
9) Portland
10) Charleston
11) Bethlehem
12) Manchester
13) Worcester
14) Lowell
15) Wilmington
If I didn't rank it, it means I don't know enough about it. The coastal cities (especially Charleston and to a lesser extent Portland) lost points from being far from mountains for hiking.

Got it…Besides Downtown and maybe the West Side south of Main Street residentially, it is pretty “regular”. Binghamton University is in Vestal, but some live in those areas of the city.
Something else to consider are hip areas of cities in the Northeast that are relatively affordable.
