Cleveland has a larger population on the whole than you’re looking for, but it ticks all of your other criteria, and there are many small towns in the outskirts of the metro area that would fit the bill. Northeast Ohio is VERY supportive of artists, has tons of resources, and a very strong community. There are a ton of gallery/studio spaces, places to take classes in everything you can imagine, and arts fairs/fests all over the place in the summertime. We have the Cuyahoga Valley National Park that runs between Cleveland and Akron, and a string of award winning Metroparks called the Emerald Necklace through the metro. The area is also one of the most affordable cities in the US, which may be one reason that the arts community is so strong. I’m thinking you migh like somewhere like Madison, Cuyahoga Falls, Peninsula, Chardon, Chagrin Falls might be a good fit for you.
Another place worth checking out is Beckley West Virginia. There’s a huge arts community there. There’s also a great little artist enclave in the mountains there called Thomas, WV. It’s really an amazing place, and the scenery is incredible, but probably smaller than what you’re looking for.
