If we are talking major cities.... your only other options are NYC & Boston. Outside of FL/CA there the only major metro's that actually sit on the oceanic coastline.
Seattle & Baltimore don't sit on the "coast." They sit on massive bays/harbors that are connected to the ocean. Both are still geographically +90 miles from the Pacific/Atlantic respectively.
New Orleans & Houston metros have access to the Gulf (there cores are very much seperated from it however)
Chicago is no different than Cleveland, Toronto or Milwuakee when it comes to "coastline". The Great Lakes.
^Valid, that's why I just pretended bays/inlets count as the ocean.
Also I can't read apparently, no CA cities. Replace the Bay with Boston in my first list and Eureka with... Aberdeen, WA I guess in my second one. Grimy but at least interesting place, and none of the smaller Atlantic South or New England towns really appeal to me

Depends on what you mean major.
Hampton Roads is the 32nd largest CSA and VERY historically important, and it's the largest oceanfront city/metro between NYC and Jacksonville.

City on the coast ranking has to have two parameters a college and a hospital.
#1 is Boston by far including all of CA and Florida
#2 and #3 are Providence and NYC (but I'd put SF in there if CA is included)
Now I wouldn't necessarily want to LIVE in all of the above cities, but they all stand out in terms of culture and uniqueness, natural beauty, etc. And I've not personally been to New Orleans, so can't comment on that one.
