Residents of California value health, but it’s not the cleanest. I’m going with Boise here because the air quality is better than Salt Lake.

Air quality can change rapidly from one part of a state to another, so you should be going by region or metropolitan area more than by state. Fairbanks, Alaska for example has pretty bad air quality.
