Dubuque, Iowa is surprisingly old. The city was formally chartered in 1833, but it was settled by Europeans in 1785.
Iowa didn't become a state until 1846, and parts of the northern and western reaches of the state weren't settled until the late 19th Century. My hometown, for example, wasn't established until 1894 - over 100 years after Dubuque's settlement.

Yeah, that's always seemed strange to me given how much older cities like Green Bay and Milwaukee are compared to most of Iowa.
There was also a lot of Iowa that was still inhabited by Native Americans at the time it became a state, and for at least another decade. It was the late 1850's/early 1860's when the Sioux were fully removed from the northern part.
Alaska has some of the oldest settlements on the west coast due to Russian colonization.

I think the standard for judging old cities refers to when it was first permanently occupied by laymen or civilians of European origin. In other wirds, excludes military outposts, church missions or seasonal labor.
