No idea. In NYC it needs to be no right turn on red. I have never heard of any other entire US city being No right on Red nor do I believe any are.

In Seattle you see them occasionally but usually on blind corners.

There are two cities in all of North America where it is illegal all throughout: NYC and Montreal.

A lot of drivers (I would say most) from outside of NYC do not know this and it is pretty dangerous to the pedestrians who expect the car not to move. Usually results in people shouting at the driver or a ticket if PD is around.

That rule has zero compliance or enforcement, at least in Manhattan. You drive as fast or slow as traffic dictates. If you don't keep up, you'll have a thousand people honking and tailing you.
