You have to have no right on red in NYC. Otherwise you'd have mass pedestrian fatalities due to the amount of sheer street traffic. It's also why the speed limit is 25 mph in NYC unless otherwise posted.
Maybe in Midtown. What about the hinterlands of Staten Island?

They're pretty common though not universal in Chicago, for the same reason -- but only from 7AM to 7PM.

That rule has zero compliance or enforcement, at least in Manhattan. You drive as fast or slow as traffic dictates. If you don't keep up, you'll have a thousand people honking and tailing you.
Is there any other place in the United States that has a default ordinance against right on red?
